Sometimes, it seems that ethics is the most critical factor influencing technical matters and so on. Digital voting directly affects two major parties: voters and the government. Theoretically, to initiate digital voting, there must be a significant benefit (greater than the costs) to one or both of these groups. Ideally, voters gain a better voting experience at the polling stations, have greater confidence that their vote will be counted accurately, and can vote more easily and efficiently. The government potentially has the ability to increase voter turnout, reduce costs, increase voter trust, renew interest in the political system (and voting), and ensure the most democratic process possible.
One of the significant advantages of digital voting is the potential for increased efficiency. With electronic voting software, voters can submit their votes and reasonably believe that their votes will be counted. New electronic voting devices can also prevent voters from making mistakes or marking the ballot incorrectly or being forced to select one of the candidates, thereby increasing the overall efficiency of voting.
Digital voting through electronic software also offers the possibility of making voting easier for citizens who are otherwise geographically isolated from polling centers.
Digital voting also has the potential to reduce fraud by eliminating the opportunity to tamper with paper ballots. However, if paper ballots are printed as backup records in case of a need for a recount, that threat remains. Michael Shamos from Carnegie Mellon University, a proponent of digital voting but vehemently against paper machines, argues that "paper ballot records have proven to be terribly insecure over the past 250 years and are easily manipulated."
The only thing to consider is that the success of digital voting rests directly on the voters and the government and their belief in digital voting and a system that ensures accuracy, privacy, and confidentiality. The second most important thing is the system's ability to function the way the electoral district needs and wants it to.
