The term "congress" comes from the Latin word "congres," which means a gathering or assembly. Today, a congress signifies a gathering/meeting of experts, artists, politicians, and like-minded individuals. Congresses serve to bring together members of a particular organization/society regularly (once a year, twice a year, etc.) to discuss important issues, make significant decisions, or simply socialize.

Every major society/group holds regular annual congresses where results are summarized or held periodically, as is common practice with most medical specialist societies.

Congresses can also be of an educational nature. For example, doctors must renew their licenses to practice. To do so, they must educate themselves and attend various meetings and congresses. Each congress, depending on the scientific program, carries a certain number of points. Participating in such congresses allows doctors to accumulate a certain number of points and renew their licenses.

Congresses typically have both a scientific program and a social program. Since congresses are held periodically, they are an ideal opportunity to make important decisions for the society.

We can best explain this with an example of choosing a new president of a society.

Here's how voting at congresses usually works:

In the scientific part of the program, the time and venue for the general assembly are specified. Upon entering the venue, the participants' identities and voting rights are verified (only active members of the society with all financial obligations settled have the right to vote - this can vary from society to society). After all participants have arrived, presentations begin.

Each candidate presents themselves and their candidacy. Participants in the room can ask questions via microphones, and candidates respond. Once all presentations are completed, the voting takes place. Typically, participants vote by raising their hands or marking names on a ballot. Votes are counted manually.

Sometimes a quorum is not reached (a specific number of members of an electoral body required by the rules to be present for valid decision-making - e.g., 50% plus 1 vote). As mentioned earlier, sometimes the quorum is not reached in the first vote, and the voting must be repeated.

Questions, presentations, discussions, and voting are repeated.

To successfully carry out all of this, many factors are required, including a venue, technical equipment (microphone, projector), a person at the entrance to control participants, a person in the room for the microphone, and a person to count the votes. There is also a lot of printed paperwork and unnecessary documentation.

While this has been the common practice until now, the era of epidemics has contributed to reduced gatherings and the cancellation of various meetings and congresses.
